ARREST OF A CABINET MINISTER

What is in news : Recently, FIR has been filed against a Rajya sabha member and union cabinet Minister

Procedure To Arrest A Cabinet Minister In India

  • If Parliament is not in session, a cabinet minister can be arrested by a law enforcement agency in case of a criminal case registered against him.
  • As per Section 22 A of the Rules of Procedures and Conduct of Business of the Rajya Sabha, the Police, Judge or Magistrate would, however, have to intimate the Chairman of the Rajya Sabha about the reason for the arrest, the place of detention or imprisonment in an appropriate form.

Procedure to be followed by the Chairman of the Rajya Sabha in case of an arrest: The Chairman is expected to inform the Council if it is sitting about the arrest. If the council is not sitting, he/she is expected to publish it in the bulletin for the information of the members.

Privileges of the Rajya Sabha members vis-a-vis arrests:

  • In civil cases, they have freedom from arrest during the continuance of the House and 40 days before its commencement and 40 days after its conclusion, as per section 135 of the Code of Civil Procedure.
  • Freedom from arrest does not extend to criminal offences or cases of detention under preventive detention.

Can a person be arrested from the precincts of the House:

  • No arrest, whether of a member or of a stranger, can be made within the precincts of the House without the prior permission of the Chairman/Speaker and that too in accordance with the procedure laid down by the Home Ministry in this regard.
  • Similarly no legal process, civil or criminal, can be served within the precincts of the House without obtaining the prior permission of the Chairman/Speaker whether the House is in Session or not.

What is in news : According to the Textiles Ministry, that more than 1,500 artisans have been benefitted by training in 63 Samarth Training Centres

Details :

  • Also known as the ‘Scheme for Capacity Building in Textile Sector (SCBTS)’.
  • Implemented by the Ministry of Textiles.
  • It seeks to Provide demand driven, placement oriented National Skills Qualifications Framework (NSQF) compliant skilling programmes.
  • Target: To train 10.00 lakh persons (9 lakhs in organised & 1 lakh in traditional sector) excluding Spinning & Weaving in the organized Sector.
  • Key features:
    • Training of Trainers (ToT).
    • Aadhar Enabled Biometric Attendance System (AEBAS).
    • CCTV recording of training programme.
    • Dedicated call centre with helpline number.
  • Implementing Agencies:
    • Textile Industry.
    • Institutions/Organization of the Ministry of Textiles/State Governments having training infrastructure and placement tie-ups with textile industry.
    • Reputed training institutions/ NGOs/ Societies/ Trusts/ Organizations/ Companies /Start Ups / Entrepreneurs active in textile sector having placement tie-ups with textile industry.

LIBERALIZED DRONE RULES 2021

Details :

  • Replaces the unmanned aircraft system (UAS) Rules 2021
  • following approvals have been abolished:
    • Approval for unique authorization number,
    • Approval for unique prototype identification number,
    • Approval for certificate of manufacturing and airworthiness,
    • Approval for certificate of conformance, certificate of maintenance as well as import clearance,
    • Approval for acceptance of existing drones, operator permit, and authorization of R&D organization
    • Approval for student remote pilot licence and remote pilot instructor authorization
    • Approval for drone port authorization, etc
  • Reduced the number of forms and Fees
  • Comprises of safety features like real-time tracking beacon, and geo-fencing.
  • A Digital sky platform will be developed as a user-friendly single-window system.

HARI SINGH NALWA

Who : Legendary Sikh commander, tamed the turbulent forces at play in Afghanistan and earned the reputation of the most feared Sikh warrior

About :

  • Main and most trustworthy commanders of Maharaja Ranjit Singh’s force.
  • Remained Governor of Kashmir, Hazara and Peshawar.
  • Defeated various Afghans and established control over various regions along the boundary of Afghanistan and prevented Afghans from entering Punjab through Khyber pass, which was the main route to enter India by the foreign invaders from 1000 AD till early 19th century.
  • When Afghans were repeatedly coming to Punjab and Delhi, Maharaja Ranjit Singh decided to have a secure empire and he had formed two types of armies one organised by employing French, German, Italian, Russians Greeks etc. with modern type of weapons etc. and other army was under Hari Singh Nalwa, who was biggest strengths of Maharaja Ranjit Singh and who had defeated thousands of Hazars, a tribe of Afghanistan, with less than three times their strength
  • For his bravery and ferocity, the government of India released a stamp on the name of Nalwa in 2013

Important wars

  • Afghans lost their control over various Afghan-held territories and most of these battles were fought under the command of Hari Singh Nalwa.
  • Like in 1807, at the age of 16, he participated in the battle of Kasur (now in Pakistan) and defeated Afghani ruler Kutab-ud-din Khan
  • Battle of Attock (in 1813) Nalwa along with other commanders won against Azim Khan and his brother Dost Mohammad Khan, who fought on behalf of Shah Mahmud of Kabul and this was the first major victory of the Sikhs over the Durrani Pathans
  • In 1818, Sikh army under Nalwa won the Battle of Peshawar and Nalwa asked to be stationed there. Nalwa took control over Jamrud in 1837, a fort at the entryway to Afghanistan through Khyber Pass

GREATER MALE CONNECTIVITY PROJECT

What :The Greater Male Connectivity Project ( GMCP) will consist of a 6.74-km-long bridge and causeway link between Male and the nearby islands of Villingli, Gulhifalhu and Thilafushi.

  • Consists of a chain of about 1,200 small coral islands and sandbanks (some 200 of which are inhabited), grouped in clusters, or atolls

  • Maldives, a Toll Gate in Indian Ocean:
    • Located at the southern and northern parts of this island chain lies the two important sea lanes of communication (SLOCs).
    • These SLOCs are critical for maritime trade flow between the Gulf of Aden and Gulf of Hormuz in West Asia and the Strait of Malacca in Southeast Asia.
    • While the Indian Ocean is considered as the key highway for global trade and energy flow, Maldives virtually stands as a toll gate.
    • While SLOCs in the vicinity of the Maldives have broader strategic significance for global maritime trade, these are of vital importance for India since nearly 50% of India’s external trade and 80% of her energy imports transit these westward SLOCs in the Arabian Sea.
