The Karnataka legislature will seek financial autonomy from the State Government

  • It is on the lines of the Lok Sabha Secretariat
  • Himachal Pradesh is the first State to provide financial autonomy to the legislature
  • Autonomy will help reappropriation of the budget if needed without approaching the Finance Department
  • It was one of issues discussed at the two-day all-India conference for presiding officers in Shimla
  • SHIMLA CONFERENCE - Was held to mark the centenary of a similar meeting held in 1921.

  • Main participants : Those who are affected by the scheme or its beneficiaries.
  • Benefits:
    • Powerful tool to promote transparency, accountability and people’s participation in the schemes meant for them.
    • Narrow gaps between vision/goal and reality, between efficiency and effectiveness.
  • Mahatma Gandhi National National Rural Employment Guarantee Act (MGNREGA) was the first Act to mandate Social Audit by the Gram Sabha of all the projects taken up in the Gram Panchayat.

SWACHH SURVEKSHAN AWARDS

The President of India conferred awards to 342 cleanest cities of India at the ‘Swachh Amrit Mahotsav’ as part of Swachh Bharat Mission – Urban 2.0 by the Ministry of Housing & Urban Affairs

Details

  • More than 300 awards under various categories were given for recognizing the cleanliness and sanitation efforts of the towns, cities, States, and Union Territories under various initiatives of Swachh Bharat Mission – Urban such as the Swachh Survekshan 2021, Safaimitra Surakasha Challenge, and certifications for Garbage Free Star rating for cities.
  • Indore has been awarded the ‘Cleanest City’ of India award for the 5th consecutive year in the ‘more than 1 lakh’ population category followed by Surat and Vijayawada on the 2nd and 3rd rank respectively.
  • Vita, Lonavala, and Sasvad cities from Maharashtra have ranked first, second, and third Cleanest Cities respectively in the ‘less than 1 lakh’ population category.
  • Hoshangabad in Madhya Pradesh emerged as the ‘Fastest Mover City’ in the ‘more than 1 lakh’ population category thus securing a place among the top 100 cities at 87th position.
  • In other categories, Varanasi won the ‘Best Ganga Town’, Ahmedabad Cantonment won ‘India’s Cleanest Cantonment’ followed by Meerut Cantonment and Delhi Cantonment

HEALTHCARE EQUITY IN URBAN INDIA

  • Life expectancy among the poorest is lower by 9.1 years among men and 6.2 years among women from the corresponding figures for the richest in urban areas
  • Third of India’s population lives in urban areas, with this segment seeing a rapid growth from about 18% (1960) to 28.53% (2001) and 34% (in 2019). Close to 30% of people living in urban areas are poor
  • Points to a chaotic urban health governance, where the multiplicity of healthcare providers both within and outside the Government without coordination are challenges to urban health governance
  • Calls for
    • Strengthening community participation and governance
    • Building a comprehensive and dynamic database on the health and nutrition status, including comorbidities of the diverse, vulnerable populations
    • Strengthening healthcare provisioning through the National Urban Health Mission, especially for primary healthcare services
    • Putting in place policy measures to reduce the financial burden of the poor

GENDER EQUALITY - SCHOOL CLOSURE - REPORT

  • Educational disruption due to prolonged closure of schools across the globe will not only have alarming effects on learning loss but also poses threat to gender equality
  • At the peak of the pandemic, 1.6 billion students in 190 countries were affected by school closures.
  • Not only did they lose access to education, but also to the myriad benefits of attending school, at an unparalleled scale
  • Drawing on evidence from about 90 countries and in-depth data collected in local communities, the report shows that gender norms and expectations can affect the ability to participate in and benefit from remote learning.
  • Girls’ time to learn was constrained by increased household chores. Boys’ participation in learning was limited by income-generating activities.
  • Girls faced difficulties in engaging in digital remote learning modalities in many contexts because of limited access to Internet-enabled devices, a lack of digital skills and cultural norms restricting their use of technological devices

WORLD FISHERIES DAY

World Fisheries Day is observed on the 21st November every year.

About

  • Started in the year 1997 when “World Forum of Fish Harvesters & Fish Workers” met at New Delhi leading to formation of “World Fisheries Forum” with representatives from 18 countries and signed a declaration advocating for a global mandate of sustainable fishing practices and policies.
  • Aim: To draw attention to overfishing, habitat destruction and other serious threats to the sustainability of marine and inland resources.
  • Celebrations in India :
    • Ministry of fisheries presented various awards
    • Balasore, Odisha was awarded as the Best Marine District in the country.
    • Andhra Pradesh was awarded the Best Marine State
    • Best Inland State Award was given to Telangana.
    • Balaghat in Madhya Pradesh received the Best Inland District award
    • Best Hilly and Northeastern State and District awards were taken away by Tripura and Bongaigaon, Assam respectively.
