 NON INVASIVE VENTILATION V/S HIGH FLOW NASAL OXYGEN CANNULA

What is non-invasive ventilation?

  • Non-invasive ventilation (NIV) is the use of breathing support administered through a face mask, nasal mask, or a helmet.

  • Air, usually with added oxygen, is given through the mask under positive pressure; generally the amount of pressure is alternated depending on whether someone is breathing in or out.

What is  high flow nasal oxygen cannula?

  • High-flow nasal cannula (HFNC) therapy is an oxygen supply system capable of delivering up to 100% humidified and heated oxygen at a flow rate of up to 60 liters per minute.

  • All settings are controlled independently allowing for greater confidence in the delivery of supplemental oxygen as well as better outcomes when used.

What is the news: To reduce the increasing demand for oxygen, the Karnataka Health Department will now use non-invasive ventilators instead of high- flow nasal oxygen (HFNO)

What :

  • Indian Navy has launched Operation Samudra Setu-II to augment the ongoing national mission for meeting the Oxygen requirements.

  • Last year Indian Navy had launched Operation Samudra Setu as part of the Vande Bharat Mission and repatriated approx 4,000 stranded and distressed Indian citizens from Maldives, Sri Lanka and Iran.

Recent news : Two Indian Navy vessels — INS Kochi and INS Tabar — carrying liquid oxygen and high flow oxygen concentrators from Kuwait landed at New Mangalore Port

News : Markets regulator SEBI proposed to rationalise the definition of ‘Promoter Group’ and move to the concept of ‘Person in Control’ as well as lower the minimum lock-in periods for promoters and other shareholders after an IPO.

SEBI

  • Has suggested streamlining the disclosures requirement of group companies.

  • Proposed that if the objective of the issue involves offer for sale or financing other than for capital expenditure for a project, then the minimum promoters’ contribution of 20% should be locked-in for one year from the date of allotment in the Initial Public Offer (IPO), in case of lock-in period.

  • ‘Promoters’ holding in excess of minimum promoters contribution shall be locked in for a period of six months as opposed to the existing requirement of one year from the date of allotment in the IPO

  • Suggested rationalising the definition of ‘Promoter Group’ as the current definition focusses on encompassing holdings by a common group of individuals or persons and often results in including unrelated companies with common financial investors

COVID-19: MUMBAI - PUNE MODELS TO HANDLE CRISIS

MUMBAI MODEL :

  • Decentralized control room for citizens management

  • All 24 wards had one control room

  • Control rooms had doctor and medical staff who coordinated with ambulance operators

  • Hospital admission necessity was analysed on spot

  • Test results were shared with administration  which discussed the results with the patient, guided them and eliminated the panic

The  Day has been celebrated by the International Council of Nurses since 1965.

Florence Nightingale

  • Was an English social reformer and also was the founder of modern nursing.

  • Trained and managed nurses during the Crimean War.

  • Took care of wounded soldiers at Constantinople. Also, reputation for nurses in the Victorian culture began to increase because of her.

  • Was called as “The Lady with the Lamp”. This is the because she used to carry a lamp while making rounds of wounded soldiers at night.

What : Avenue that provides opportunities to various stakeholders such as governments, academia, policy makers to enhance collective understanding of Arctic region.

SVALBARD TREATY

  • The Svalbard Treaty recognises the sovereignty of Norway over the Arctic archipelago of Svalbard, at the time called Spitsbergen.

  • The exercise of sovereignty is, however, subject to certain stipulations, and not all Norwegian law applies.

  • The treaty regulates the demilitarisation of the archipelago.

  • India’s engagement in the Arctic region started with the signing of Svalbard Treaty of Paris in 1920.

  • India constructed a permanent research station in the Arctic region in 2008. It is called Himadri. Himadri is located at NyAlesund, Norway.

  • In 2014, India deployed a multi sensor observer called IndARC in Kongfjiorden fjord in 2014.

  • The National Centre for Polar and Ocean Research, Goa coordinates and conducts the research in the Arctic region.

India’s Arctic Policy

The recently released draft Arctic Policy document outlines five pillars of India’s policy. They are as follows:

  • Development of Human Resource capabilities

  • Global governance and international cooperation

  • Economics and Human development

  • Scientific research

  • Connectivity

What : First manned expedition to the deepest points in each of the world’s five oceans.

Five spots in oceans where expedition will go are:

Significance : The data collected from the expedition is to be handed over to the “Seabed 2030 Project” of Nippon Foundation-GEBCO. The project is compiling data from various sources to create a complete Ocean Depth map by the end of the decade.

About the System

The new system

  • Will report flood levels in Assam on a daily basis. Earlier, the flood managing system in the state involved multiple stake holders, was time consuming and required manual verification.

  • Is completely digital.

  • Is driven by web-cum-mobile application technology.

  • Will facilitate tracking of damages to crops, loss of livestock and will also help to provide financial assistance during restoration.

  • Will enable information feeding at the source.

  • Will provide immediate alert-based verification at defined levels.

Floods in Assam :

  • Anthropogenic and natural

  • Unregulated release of water from the dams in the region also cause flooding.

  • The shape of Guwahati is like a bowl that makes the region susceptible to water logging

Background : Fake cases of adoption of children citing parental deaths due to COVID must not push child traffic rackets.

Some data :

  • According to UNICEF, India has over 30 million orphan and abandoned children.

  • Unfortunate parental deaths added unknown numbers of orphans to the list.

  • Many children escaped monitoring by the official machinery due to the breakdown of systems.

Legal protection of adoption in India:

  • The Juvenile Justice (Care and Protection of Children) law was enacted in 2015.

  • The Juvenile Justice Rules of 2016 and the Adoption Regulations of 2017 followed to create the Central Adoption Resource Authority (CARA) as a statutory body for the regulation, monitoring and control of all intra-country and inter-country adoptions.

  • Furthermore, CARA became pivotal in granting a ‘no objection’ certificate for all inter-country adoptions, pursuant to India becoming a signatory to the Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoptions.

  • India is also a signatory to the UN Convention on the Rights of the Child.

The procedure:

  • The eligibility of prospective adoptive parents living in India, duly registered on the Child Adoption Resource Information and Guidance System (CARINGS), irrespective of marital status and religion, is adjudged by specialised adoption agencies preparing home study reports.

  • Upon approval, as per seniority in the adoption list, prospective children are offered and pre-adoption foster care follows.

  • The specialised adoption agency then secures court orders approving the adoption.

  • All non-resident persons approach authorised adoption agencies in their foreign country of residence for registration under CARINGS.

  • Their eligibility is adjudged by authorised foreign adoption agencies through home study reports.
